Took an OSAP loan in 1998. Never made a payment. They have been taking my income tax for years now, as expected. I don't plan on paying this as it would reappear on my credit report, and I currently have excellent credit (on paper). My question is: Do my income tax remittances prevent the loan from becoming stats barred?

Limitations likely do not apply in your case. You will have to deal with the federal set off program's action. No one can tell you if the student loan will or won't report to the bureau. If they do it and you feel there is an argument to be made that will challenge and reverse the reporting you have to do that when or if that happens.
