Hoping to get some feedback on lingering issue that seems to be coming to head.  Had provincial student ontario loan(Ministry of Training, Colleges and Universities) that defaulted over 10 yrs ago.  Went in various collections over the yrs and I ignored it.  Not sure how much debt is (maybe around $4K).  

It has fell off my credit report for several yrs now and debt has been with Total Credit Recovery.  They've gone through calling phases over last couple yrs to which I've ignored.

Today I received a letter from Canada Revenue Agency saying that have outstanding debt under this program and they are allowed to apply any income tax refunds/tax credits towrds this debt.  Noted I should contact Total Credit Recovery to address.

I'm applying for home mortgage soon and have maintained good credit score so my urgent questions are as follows:

1) By CRA applying refunds towards this debt will this constitute "partial payment" and reset clock or is that irrelevant when it comes to provincial loans.  can't go back on my credit report correct?

2) If get sued, would it come from TCR or could CRA do notice of claim for this particular issue?  A notice of claim wouldn't go on my credit report (regardless if CRA or TCR initiates?), only if go to court and judgement is made, correct?  If can get sued by CRA for this provincial program issue can they bypass court and go direct to judgements and matters of wage garnishments, liens, etc.  Or are they just relegated to tax withholdings, etc.

3) If I decide to pay TCR can it go on my record or is my credit report essentially safe because this debt fell off my report several yrs ago already? (hence mortage broker would never see)

Essentially like to know worse case outcomes here.  Any responses would be greatly appreciated.

Also with CRA in picture is it forgone conclusion that it'll stay with them until debt is paid?  Do I have option to dispute matter?  If so do I formally dispute matter with TCR?  At that point would CRA have to release domain on this issue until heard in courts?  Again, responses would be greatly appreciated.

I do not recommend making a payment or writing any letters until you have determined if your loans are statute barred or at least talked to Johnny.
