I have been on the interest relief/repayment assistance programs for the past 5 years.  I graduated university in May of 2006.

This month, my repayment assistance expired and I reapplied for the program. I filled in my estimated gross income for the month of November as I always do.  This is all they have asked of me in the past, and I was always approved after that one step.  However, this time they sent me back a letter requesting proof of income received for the month of November.  This is understandable, I always assumed they would ask for proof at some point.  Anyway, my pays are 2 weeks behind (i.e. when I get money deposited, it is for the pay period 2 weeks before the one I just worked). I only have 2 pay days in the month of November (the last of which was last Thursday), so after I had both pay stubs, I faxed them off to the number provided on the form, and was reapproved for repayment assistance (my monthly payment will now be $120.00).

The thing is that after this period of repayment assistance, I have exhausted all of level 1 of the program, so I will be required to provide proof of income each time I reapply in level 2.  My repayment assistance expires at the end of April, so I will be required to provide proof of income for May 2012.  In May, I will receive 3 pays because of the way the days fall (one at the very beginning of the month, one in the middle, and one at the very end of the month).  Because my pays are 2 weeks behind, the paystubs that I will provide will reflect a month and a half of work as opposed to the one month that was my received income for November.  Does student loans take into account that this is a month and a half worth of work?  Because my income will not have increased and not every month is going to have 3 pays.  Most only have 2....and 3 pays is 6 weeks of work, not 4... 

If anyone can help to clarify this for me, I would appreciate it.  This whole thing confuses me...

I'm fairly sure they will consider that. I think I recall being in a similar situation myself. I can't guarantee it for you, obviously.

This has been an issue in the past. HRSCD out of touch with reality.  People are paid bi weekly, not monthly, but they use monthly income.  Hopefully they've fixed this issue.

Two options:

1)One time I successfully applied for Repayment Assistance, they accepted a letter from my employer stating my income for the month as proof of income. Make sure your employer doesn't f**k it up - payroll departments are herpy derpy (can you imagine the grind of working in payroll? Those poor lost souls) and if you don't push the issue, they'll just use the three pay dates as well. Force them to write a letter for each DAY you're paid.

2)Apply in June. That'll probably work. If that doesn't work, apply in July. By August, you're in 100% guaranteed as long as your income situation doesn't improve, since they only look at three months.
