It says on the loan remission form that the minimum debt for qualifying for DR is $20,000 for the first certificate/degree, and $25,000 for the second.

I have a degree I obtained in 1990 and that student loan was fully paid off ten years ago.  I have recently completed a certificate program and exceed both of the qualifying amounts; however, I don't which one I would actually qualify for.  I'm hoping that since my first degree is very old (and was completely useless) with the loan paid off, that I'd qualify for the $20,000 minimum debt level.  I don't want to fill out the form with the wrong information so I qualify for less DR. 
 
Does anybody know where I'd stand on this?  I'm sure there are other mature students like myself with old certificates/degrees.
