Just wondering if I can claim the amount that is taken by the government ie. my whole refund.
 
My loan is in default and my refunds go towards my debt, can I claim this as interest paid on Student loan or something else, it is like 3000.

As long as there is no judgment in place you can claim the interest. \

How do I know if there is a judgement?  I get monthly statements from Human resources and social development Canada.  Financial services. 
 
Would I receive a receipt for the amount that was taken from them if I could?

You would know it if you had a judgment anchored in place. anything you pay in has to be recorded. You can request a statement of account anytime. I am not really sure I understand your question though.

I also ask, how would I know if there were a judgment? NCO, about 4 or 5 years ago, said they would be seeking a judgment - or maybe they even said they had one - but there was never anything in writing. My loan has since been with 2 other other agencies, subsequent to NCO.

Call CRA and they will tell you if you do. Or, call Justice canada and have them run a scrub on the system for anything. If there is they will refer you to whichever legal agent is handling it, or they will refer you to Justice CLAS for more details.
