I have a question about DR.

I'm in a bad position as I graduated from university (5years ago come this April) and my current debt totals about $45000.  i was unable to make any payments for 4 years (and luckily was on interest relief for this time period) starting jan 06 , i was off. I starting making regular payments on my loan starting in september of 06. Now I'm in good standing with my loans, however the  minimum payment is nearly $500 a month (and this puts nothing towards the principle) I recently moved to Japan (because I couldn't find any substanstial work in Canada) Now I want to apply for federal and provincial debt reduction (the only ray of light I can see in all of this) but I noticed that a requirement for the federal debt reduction is that you must reside in Canada. My questions are:

1. Is it possible to get around this requirement?

2. Is this a requirement for a provincial (B.C.) debt reduction?

thanks in advance.
