On dec 25th, 1996, I was discharged from bankruptcy, and in August 2004 I planned to return to school and needed a new Student Loan (as I am permanently disabled). I was refused saying that I need to wait 10 years, then another 3. Is this right? (not morally, but legally) since my bankruptcy was before the time when the regulations changed?
