I received a letter from lawyers of quebec student loan to pay the full balance within 15 days!! I tried calling my loan agent but I was told that they cannot do anything. What is going to happen? I cannot pay the full balance. Will they put a lean on my house? Will they garnish my wages?

If you are being sued by the Ministerie du Finance in Quebec then the chances are good if it is not addressed properly. What is your desired outcome here and I will let you know if it is something we can address and solve for you.

I would like to continue to make instalments to pay off the debt. I was making 200$ per month instalments before.

How long has it been since you last made payment? If you "were" paying and stopped, what time frame in hiatus are we looking at here?

So that could be the final demand document that is required to be issued by the office of the minister. A letter like that would be a final demand type. A statement of claim and cause for action - that is an actual legal action.
It sounds like they are preparing to litigate because they use private lawyers for that sort of stuff.

Hello,
There must be some kind of initiative to collect unpaid loans. My loan is probably 10 years old, and I have not been able to pay because I fell sick, lost my job, then my home. I ended up working on low-paying jobs while I was looking for something more decent, but then, one of my children got sick, and I had to go on welfare to take care of her. This ended last year, when I took a temporary job that didn't pay much.
Now, I got a letter from the Government of Quebec asking to pay the full debt in full, and make a payment within 15 days. What to do if I'm a single parent with two children, one of which has been legally declared disabled?
Any help would be appreciated.

You demonstrate hardship with extenuating circumstances and appeal for removal. If you don't have experience in this sort of area then you should have it done professionally. We do these at reduced cost for those who are unemployed and rely on family or others for financial assistance (with proof, of course).

I received the same letter.
I moved from Quebec to BC in 2010.
The last time I remember making a payment on my student loan was in 2009... maybe 2010.
They had tried getting a hold of me in 2015... I think... but I wasn't around. They only left a message with my mother who was visiting from QC at the time. Again, she was visiting in January and they left a message with her and then started sending letters.
I just received a certified letter dated 26 Mar 2018 from lawyers saying that I have 15 days to pay.
As far as I know, this loan is statue barred? What can I do about this?
